04-08-2010 Dear friends,
Please follow the TIOL link given below. The article is brutally candid on the designs of the Board in the impending cadre restructuring as a precursor to the GST implementation. The variety of models suggested in the "Report of the Study Group" is apparently skewed to facilitate the private interests of IRS officers in the garb of public interest. This report has, evidently, not studied the Departmental structure and hierarchy in the State Commercial Taxes Departments of various states. It merely seeks to impose a structure which suits the career interests of the IRS cadre by dumping the legitimate career aspirations of the Superintendents and Inspectors. Therefore, it is high time that all the officers of our cadre should wake up from our slumber and stand up to accomplish our career aspiration by exposing the wily designs of the Board in this regard.
Furthermore, the GST is an inland tax as opposed to customs duty, which is a tax on international commerce. Therefore, the administration of GST should be done only by Central Excise officers having the requisite experience and the Customs officers who do not possess the fundamentals of inland tax administration should be kept out of it. Hence, it is high and opportune time to demand segregation of the Board. We, therefore, should pursue our goals with unwavering and single-minded commitment. Let us pool our inputs and ideas to scuttle the designs of IRS officers to ensure that our cadre gets the best deal this time.
It is now or never. Let us unite and fight to accomplish our legitimate career aspirations. http://www.taxindiaonline.com/RC2/inside2.php3?filename=bnews_detail.php3&newsid=11218 Posted by Shri. Chakravarthi

Article: ACP & Modified ACP Matters Posted By: V.Unnikrishnan, Superintendent Modified ACP is effective from 30.08.08. Prior to that during the period 01.01.06 to 30.08.08 old orders relating to ACP were operative. In 2nd financial up gradation in ACP the scale of asst.commissioner was allowed since 1999. Thus the scale applicable to asst.commissioner ie 5400 in pb-3 was required to be awarded to such 2nd ACP holders.but as a nfsg scale has been awarded to superintendents who have completed 4 years (ie the GP 5400 in pb2) & there is no difference between 5400 in pb-2 and ...Read More
